My friends, that's not change we can believe in
Is this true? Did Barack Obama just appoint the Green effing Goblin to be in charge of the entire Marvel universe? Is this what we can expect from our new president? What next, normalizing diplomatic relations with Latveria?

In Osborn's defense, he did create technology that was not infiltrated by the Skrulls during the invasion and he did step up to finish the fight that Tony Stark couldn't because his armor relies on a temporary energy source.
Additionally, in Obama's defense, Osborn has created a lot of evidence that he was never the Goblin. Obama is just appointing someone who he thinks will step in change things for the better.
After all, after Cival War, Tony Stark neglected the Initiative (which was his idea), neglected Shield, failed to capture half as many unregistered powers, failed in avenging the deaths of the children who died in Stamford and was partially to blame for World War Hulk and Secret Invasion.
Aside from appointing Bucky Barnes, the Black Panther or The Falcon director of Shield I'm sure Osborn is looking like a good candidate to Obama right now.
If none of those work for you, "keep your friends close, keep your enemies closer."
